The Transport Commissioner is the Head of the Transport Department of Manipur. The Transport Department of Manipur was established under the provisions of the Motor Vehicles Act, 1988. The transport department is responsible to ensure that all the acts under the law are being enforced and implemented judiciously in the state of Manipur. The state transport department is responsible to oversee all the transport-related matters within the particular region. Why do you need to register your vehicle in RTO Manipur?

As per the provisions of the Motor Vehicles Act, all the vehicles plying on the road of Manipur is required to be registered in the concerned regional transport office and also avoid payment of any penalty, charges, fines or fees for violation if you do not register the vehicle. It must be noted that it is prohibited to drive an unregistered vehicle on the roads of Manipur and attracts payment of penalty. It is a criminal offence to drive an unregistered vehicle in the state of Manipur or in any other state. You should therefore register your vehicle with your regional transport office within the specified time period to drive freely on the roads of the state.

 

Types of Vehicle Registration in Manipur

 

  • Temporary registration: When a vehicle is purchased from a vehicle dealer, it is provided with a temporary registration certificate from the dealer of the vehicle. The registration process generally takes a little time. Hence, it is necessary to have temporary registration before you get a permanent one. Temporary Registration is generally provided by the dealer of the vehicle at the time of its purchase from the showroom. Temporary registration is provided after payment of certain fees and also requires certain documents to be submitted. It is valid for a period of 7 days or for maximum one month. Within this period of validity of temporary registration the vehicle owner is required to get the permanent registration number of the vehicle.

  • Permanent Registration: No unregistered vehicle can ply on the roads of the state of Manipur. Hence, vehicles are allotted a permanent registration number at the time of purchase which is valid for a very limited period. In that period you are required to get your permanent registration certificate or permanent registration number by following the process of registration. Permanent registration can be done by visiting the concerned regional transport office nearest to your residential address or your business location. The permanent registration requires fees to be paid at the time of application and is valid for a period of 15 years from the date of vehicle permanent registration. After the expiry of the said 15 years, the vehicle owner is required to renew the registration of the vehicle by following the same easy and simple registration process of the vehicle.

 

Process of Vehicle Registration in Manipur

When you purchase a new vehicle, it must be registered in the concerned Regional Transport Office database as per the provisions of Motor Vehicles Act of 1988. Mostly, vehicle dealers register the new vehicles temporarily in exchange for a fee which is valid for a limited period of time say for 7 days or 30 days as the case maybe. Temporary registration is very simple process, especially when you do not want to go for the process of visiting the concerned RTO and get the registration done. Mostly the dealers quote the price of a vehicle which includes the registration charges of the vehicle. However, you can also do the registration yourself by visiting the concerned RTO directly and following the steps:

 

  • Submit the necessary documents and application for registration along with applicable fees for registration in one of the counter of the concerned RTO. 

  • The officials of the RTO will verify the documents and also verify the vehicle and then allot the vehicle registration number to the vehicle.

 

Documents required to be submitted for registration of a vehicle

The following stated documents are mandatorily required for obtaining registration number of the vehicle. These necessary documents are required to be submitted at one of the counters of the concerned regional transport office.

  • Form 20: Application form for registration of vehicle

  • Passport size photographs of the vehicle owner which is required in 3 copies

  • Form 21: Sales certificate of the vehicle as issued by the vehicle dealer

  • Identity proof of the vehicle owner which can be PAN, Voter ID, Aadhaar card, Passport or

  • Driving License of the vehicle owner.

  • Proof of address of vehicle owner which can be Aadhaar card, rental agreement (if any), account statement from a nationalised bank, voter ID, etc.

  • Form 34:  Details of loan hypothecation if the vehicle is purchased from a loan

  • Pollution Under Control (PUC) certificate of the vehicle

  • Valid Insurance certificate of the vehicle obtained from the vehicle dealer at the time of purchase of the vehicle

  • Original sales invoice of the vehicle as issued by the vehicle dealer

  • Temporary registration number of the vehicle

  • In case the vehicle is bought in one state and then registered in another state then sales tax clearance certificate is also required to be submitted.

  • No objection certificate obtained from the concerned RTO in case of the vehicle is bought from a state outside Manipur and registered in the state of Manipur

Process of registration of vehicles brought from outside Manipur

When any vehicle owner shifts to other states and bring their vehicles along with them or if a vehicle is sold to any person in the state of Odisha, then the vehicle is required to he re- registered.  RTOs function within state limits in India. In case of Moving from one state to any other requires re-registration of the vehicle in the concerned shifted state. Hence, the vehicle owner will have to forgo the registration in the original RTO and then apply for registration in the regional transport office of the new state. The new vehicle owner or the vehicle owner who has shifted from other state to Manipur as the case maybe is required to visit the concerned RTO for the re-registration of the vehicle and submit the application form along with relevant necessary documents and fees for registration at the counter of the concerned RTO. You can also get a refund on your road tax payment from the home state in case you are transferring your vehicle from another state to the state of Manipur. The road tax must be paid to the RTO in the state in which you are moving. The RTO will provide a new permanent registration number to the vehicle once the application for the same is processed. This whole process generally takes maximum of 15 to 20 days to be completed.

 

Following documents are required in such a case when any vehicle is brought from outside the state of Manipur:

  • No objection certificate obtained from the original RTO in Form 28

  • Duly filled application form for re-registration of the vehicle in the state of Manipur in Form 20

  • Identity proof of the new owner

  • Address proof in case the owner has shifted

  • Valid insurance certificate of the vehicle

  • Original permanent registration certificate of the vehicle

  • Pollution Under Control Certificate of the vehicle

  • Valid Proof of payment of road tax

  • Ownership of transfer of vehicle in case the vehicle is sold

  • Applicable fees for re-registration

 

Process of Transfer of Ownership of Vehicle in Manipur

India has a large vehicle market for both cars as well as bikes. When the vehicle ownership is transferred from one person to any other person then the vehicle must be registered in the concerned regional transport office database. In such a case, the buyer has to undergo the process of registration and update the record of the new owner of the vehicle. The following stated documents are required for transfer of ownership of vehicle to the new owner.

 

  • Form 29 for the sale of the vehicle to the new owner

  • Form 30 application for transfer of ownership to the new owner

  • Valid identity proof of the buyer

  • Valid address proof of the buyer

  • Passport size photographs

  • Valid insurance certificate of the vehicle

  • Original permanent registration certificate of the vehicle

  • Affidavit for transfer of ownership

  • Pollution Under Control Certificate of the vehicle

  • Proof of Road tax paid

  • Applicable fees and charges(if any)

 

After the documents are verified by the concerned regional transport office, the authorised authority will record the transfer of ownership transfer in the database of the concerned RTO.  The buyer of the vehicle will also receive the updated permanent registration certificate and registration number of the vehicle along with the new ownership information.
