Section 213 of the Motor Vehicles Act established Haryana RTO (Regional Transport Office) in 1988. The office operates under the provisions of the Act. It is presided over by the Regional Transport Commissioner, Haryana. Its goal is to ensure the smooth implementation of the same in its entirety. It also provides adequate means of transportation for the public in the State.
Functions of Haryana RTO-
RTO Haryana does the following for you and me:
- Registers new motor vehicles
- Issues fitness certificates to vehicles
- It grants permits to new vehicles and renews it for older ones
- RTO Haryana gives licenses to drivers and conductors
- It grants licenses to driving schools
- It grants permits to centres that offer PUC(Pollution Under Control) certificates
- HRTO takes care of stage carriage schemes
- It ensures safety on the road
- It collects required taxes
- It enforces the provisions in the act about violation of traffic rules

Charges for Registering Motor Vehicles in Haryana:

Points to Remember:

You will need to pay an extra charge of INR. 200 if the certificate of registration is a type of smart card. The same applies to a situation where your application for renewal of registration certification falls under Form 23A.

Locating your regional transport office in Haryana?
All the motor vehicles that are seen on Indian roads are registered. It is your district RTO that issues a license for your vehicle. If you reside in a union territory, the concerned authority takes care of the issue. As per the new guidelines on vehicle registration, the first two letters on the license plate indicate your State. The next two numbers represent the district or local office that issued the license. If you reside in Telangana, the newly formed State, your license plate will have the letters TS that indicate the same. The older ones will have AP as in Andhra Pradesh.
Why register your vehicle in Haryana?
If you want to take your vehicle onto the Indian road, you need to register it. The State of Haryana does not allow unregistered vehicles on its roads. You can go for either temporary or permanent registration as per your requirements. Contact your nearest RTO for more information in this regard
Types and process of vehicle registration in Haryana
There are two types of vehicle registration in Haryana; temporary and permanent. Given below is a step-by-step guide in the matter.
1. Applying for temporary registration
Do the following to apply in person for a temporary registration for your vehicle:
- Contact the RTO that operates in your locality. You can browse online for the purpose. The State official portal is your most reliable source of information here. You can also download the application form from its official website.
- Apply for Form20 and Form21. The latter is for a sales certificate.
- Apply for a roadworthiness certificate from the vehicle’s manufacturer; Form22.
- Apply for a Pollution Under Control and roadworthiness certificate from the place the body of the vehicle was fabricated.
- Make sure that you have all the documents at hand at the time of applying for it.
- If you prefer to apply offline, you can get it from your nearest RTO.
- Submit the application along with the fees required for the same.
- Upon receiving payment, the officials start the process of registration.
- They pencil-trace your vehicle’s chassis number. This begins the process of registration of your vehicle.
Know that the temporary registration number is valid only for 30 days. And you cannot renew it.
Documents required:
- Form 21, Form 22, and Form 22A
- Insurance certificate
- Proof of your address: Driver’s license, ration card or electoral role or the affidavit the driver/owner wore before a first-class judicial

- Certificate of customs clearance if the vehicle is imported
- Bonafide agricultural certificate if the vehicle is a tractor unit used for agricultural purposes

- Aadhar card, PAN card, and three copies of your passport-size photograph
- Lifetime tax for the non-transporting vehicle
- Unloaded weight certificate if it is a transport vehicle
- Permit-sanctioned proceedings for a transport vehicle
2. Permanent registration:
This works in the same way as applying for the temporary registration for a vehicle. Upon completing the application process, the official inspects your vehicle. The officer then announces your vehicle’s registration number. And you can collect it on the specified date. When submitting documents, make sure that you have the following at hand:
- Temporary registration certificate
- Income tax clearance
Process of registration of vehicles from outside Haryana:
Follow the guide given below to register a vehicle that was brought from outside Haryana:
- Get the no-objection-certificate from your State of residence
- Apply for a fitness certificate and get it
- Fill up the online application form available on the RTO website
- Attach all documents and submit the application along with the required fees in the counter
- Get your files verified by a TI or TSI. The officer gives a slip upon completing the process. If the file is rejected, the expert helps you understand the mistake. You will also get guidance on how to rectify errors.
- Upon verification, the applicant should submit the files along with the specified fees for the vehicle.
- Within a few days, the applicant will receive the fitness certificate and registration certification through post.
Documents required:
- NOC from your State of residence
- A valid certificate of insurance
- Proof to attest your Indian citizenship
- Proof of business or residence
- Police report acknowledging your non-involvement of your vehicle in theft-related cases
- PAN card
Process of getting NOC certificate to register your vehicle in Haryana
NOC is a legal document of regional transport office issues. It allows a vehicle-owner to reregister his/her vehicle with another State. The document certifies that the vehicle in question has no dues in taxes.
Why apply for NOC?
According to Motor Vehicles Act, a vehicle owner should acquire NOC to sell or register his vehicle with another State. And you need to get it from the RTO of the State you reside. The service charge is the same for all types of vehicles; INR50. Submit the following documents to get NOC for your vehicle:
- Copy of police certificate from the National Crime Records Bureau
- Valid insurance certificate
- Registration certificate
- Tax details
Applying offline
Get Form28 from your nearest RTO. Fill the form and submit it along with the required documents to the office. The office checks with the police to verify if the vehicle was not involved in any theft cases. Upon clearance from the police, if there are no tax-dues, the vehicle receives a clearance receipt. And the vehicle is given a NOC.
Online application
- Access the portal of the Ministry of Road Transport and Highways. Choose your state from the list.
- Click on “apply online” Choose “services on driving license.”
- Read the instructions that are displayed on the screen and click on “continue.”
- On the next screen, fill in the details of your driving license and your date of birth.
- The next screen will have all your details. Choose your State and RTO from the lists that are there on the screen. Done this, click on “proceed”
- Click “confirm” the details of your driving license that you will see on the screen.
- On the next page, you will see the Issue of NOC. Choose your service from the list and click “proceed.”
- Solve the captcha that gets displayed on the next page. The page is an acknowledgment that notifies you that the data has been accepted. Click “submit.”
- The next page will have the details of your application along with the service you requested. Click on “proceed.”
- Click “upload documents” from the screen. Click on “next.”
- On the next screen, click “OK” to upload your documents.
- Choose the address proof that applies to you. Upload the same and click on “submit.”
- On the next screen, choose the proof of age that applies to you. Upload it and click on “confirm.”
- Choose Form-1 from the list that appears on the screen for uploading. Click on “upload.” Click “confirm” to upload. Click “next.”
- On this screen, click “upload photo and signature” to upload the same. Click “next.”
- Read the instructions carefully on the next screen. They give you an idea of the size and other details for the photo and the signature. Upload them and click “upload and view files.”
- Check the next screen to see if you have uploaded them right. If yes, click “next.”
- Select the “fee payment”. Click “next” to continue.
- Read the instructions with care and click on the “click here” to proceed with the payment.
- Calculate the fee on the next window. Provide the captcha and choose your bank or payment gateway.
- Click “pay now.” It will continue the process of payment.
- Verify all the details that appear on the next screen and click “proceed for payment.” This continues the process of payment.
- On the next screen, click “continue.” You will get to your chosen option; payment gateway or bank page.
- Log in to the portal and do the needful.
- Upon successful payment, notification of acknowledgment appears on the screen.
- Click “print receipt” to generate a receipt.
- If your application is approved, you will get the NOC after 30 days of applying.
Validity
Know that your NOC is valid only for six months. You have to re-register your vehicle with the State you choose within that timeframe.
Transferring the ownership of a vehicle in Haryana
Follow the guide given below to transfer the ownership of your vehicle to someone in Haryana:
- Visit the Haryana Transport Department portal. Fill the application, attach the required documents and pay the fees.
- Present the application along with the documents to your nearest RTO, to the concerned authority.
- The TI/TIS officer verifies your application in person. If cleared, you can move on to the next step.
- Submit the application along with the fees required at the counter.
- Upon approval, you will receive the certificate of registration. If the application is rejected, you will be informed of the reason. You will also be guided to correct errors.
Know that your NOC is valid only for six months. You have to re-register your vehicle with the State you choose within that timeframe.

The first two are to be made a duplicate. And the third one is for vehicles that are brought from outside Haryana.

Getting a fancy number for your 2-wheeler in Haryana
Keep the following pointers in mind when trying to get a fancy number for your vehicle:
- Fancy numbers are allotted on a first-come, first-serve basis. If it is a private-owned vehicle, the applicant has to pay a certain amount as a fee. There is no fee for State-owned vehicles that avail of the facility.
- If a State-owned vehicle decides to dispose of the special registration number, it must surrender the same before the concerned authority.
- The owner can retain the fancy registration number if he/she wishes to retain it for a new vehicle. He doesn’t have to pay an additional fee.
- In the instance of selling the vehicle, the buyer can retain the fancy registration number.
- An application for the same should be done on a plain white paper for non-transport vehicles.
- Make sure that you are paying the fee during official hours.
Be mindful of the insurance protection required
Know that getting the insurance protection for your vehicle is as important as registering the same. Third-party liability insurance is a legal requirement. The coverage protects you from the liabilities you incur if your vehicle causes damage to a third party. Even though it is cheaper, it is advised that you choose a comprehensive plan. It gives you the protection your vehicle needs from time to time.
Register your vehicle, renew it at stipulated times and protect it with an insurance plan. Your loved ones and the law will reward you for the effort. Insurance companies care for law-abiding citizens. If you are careful enough, you get the right to negotiate for a lower premium.
