The Regional Transport Department of Jharkhand was founded under prescribed section 213 (1) of the Motor Vehicles Act, 1988. The Motor Vehicle Act is a central act which is applicable throughout India. RTO Jharkhand implements the rules and laws laid down in the Motor Vehicles Act and the primary duty of the RTOs in Jharkhand is to ensure successful enforcement and executing various provisions and laws under the mentioned Act above. RTO makes the transport facilities easier and simple for the people of Jharkhand. The RTOs in Jharkhand has 24 individual District Transport Office (DTO) which are collectively being managed by the Transport Department of Jharkhand under the supervision of the Transport Commissioner who is the head of Jharkhand Regional Transport Offices.

RTO aims to promote the services of public transport and maintain the road infrastructure in order to aid in the transportation of passengers as well as goods. The transport department also ensure to promote an energy-efficient, eco-friendly and modern transportation system and is responsible for promoting various road safety measures among the people of the state of Jharkhand. RTO maintain traffic and road laws and rules in the state along with providing various other services.

Functions of the Regional Transport Offices Jharkhand

RTO in Jharkhand provides various duties and services to the people of the state of Jharkhand. Some of the general functions provided by Regional Transport Offices Jharkhand are as follows:

  • Issue of licences: The RTOs in Jharkhand issues learners and driving licences to the applicants. 

  • Renewal of licences: RTOs provides renewal of expired licences to the applicants.
    RTO conducts road test before providing the driving licence to the applicants. The applicants are issued a driving licence only if they clear the road test. Thus, the RTOs are responsible for conducting road tests and verification of the same.

  • RTO is responsible for issuing of duplicate driving licence when the concerned licence holder has lost the original driving licence. Then he/she will have to approach an concerned RTO to obtain a duplicate one.

  • Issuance of international driving licences: Any individual who wants an international driving licence can apply to concerned RTO in their jurisdiction to apply for the same.

  • Issuance of temporary and permanent registration of vehicles: Motor vehicles are mandatorily required to get either a temporary or a permanent vehicle registration number for the vehicle. RTOs are responsible for issuing registration certificates to the owners of the vehicle.

  • Renewal of vehicle registration certificate: In case of expired registration certificates you can get it renewed by RTOs in the state of Jharkhand.

  • RTO is also responsible for adding a new class of vehicle to existing driving licence: In case a holder of driving licence wants to add a new class of vehicle to their driving licence, then an application can be made by him/her to the RTO. 

  • Transfer of ownership of vehicle: For transferring of the ownership of the vehicles applicants are required to submit an application for it with the relevant required documents and applicable fees.

  • Issuance of No Objection Certificates to the vehicle owners/applicants.  

  • Providing Change of address on a registration certificate of the vehicle:  The vehicle’s registration certificate must show the current address of the owner. Vehicle owners who require the address change will have to make an application to the concerned RTO for the same. 

  • Implementing safety measures: RTO is also responsible for implementing as well as enforcing road safety measures in the state of Jharkhand.

  • Issuance of fitness certificates to motor vehicles: RTOs in the state also provides issuance of fitness certificates to both personal as well as commercial vehicles. 

  • Collection of Taxes- Collection of Taxes is the primary function of RTO Jharkhand. Taxes of the transport sector are collected by the regional transport offices in the state.

Why do you need to register your vehicle in Jharkhand

To be able to drive your vehicle in the state of Jharkhand you are required to mandatorily register your vehicle in the concerned Regional Transport Office nearest to your residential address or you will have to pay penalties/fines. The provisions provided under Motor Vehicle Act, 1988 mandatorily requires every vehicle owner to avail either temporary or permanent registration certificate before plying on the roads of Jharkhand. RTO Jharkhand prohibits the use of vehicles which are not registered in the concerned RTO of the state of Jharkhand. You can also apply for online registration of your vehicle easily through the government website of Jharkhand RTO by uploading the relevant required documents for the same.

Types of Vehicle Registration in Jharkhand

As per the provisions of the Motor Vehicles Act, the vehicle owner is mandatorily required to register the vehicle in India in the respective state which can’t be denied by the concerned RTO. Jharkhand is a state which has a thick forest belt, waterfalls and cultural heritage that quickly attracts people from various parts of the country. Therefore if you are planning to buy a vehicle in the state of Jharkhand then you should be registered with the concerned RTO Jharkhand without fail. The process of registration must be completed within 15 days from the delivery date of the vehicle delivery by approaching the branch of RTO office. Some of the authorised dealers also perform the process of registration of a vehicle before delivering it to the buyer. However, you can get temporary registration only with validity for not more than 30 days. You will have to apply for the permanent registration certificate in that prescribed 30 days, that will be valid for 15 years.

The permanent registration can be obtained by paying a registration fee and submitting prescribed documents to the concerned RTO in Jharkhand. The authorised officer will inspect and verify the vehicle to be registered and then will issue a registration number to the vehicle. The registration certificate can be availed as a Smart Card, which contains the relevant information of the vehicle as followed :

  • Registration number of the Vehicle

  • Date of registration of the vehicle

  • Vehicle model

  • Vehicle colour

  • Chassis number of the vehicle.

The permanent registration number will be allotted to the applicant within a period of 10 working days. The original certificate of registration will be delivered to the registered address of the applicant.

Temporary registration in Jharkhand

According to the provision provided under section 43 of central motor vehicle Act, certificate of temporary registration can be provided to a vehicle only if the vehicle owner wants to take his vehicle to the other state or before getting permanent registration certificate. Maximum validity period of temporary registration is one month and it is available to be renewed. The vehicle temporary registration is also known as transit registration as the destination point or where the vehicle has to reach is also mentioned in it. The Transport Department has right to divert the registration power to the vehicle manufacturers/vehicle dealers or other concerned offices.

Process of Vehicle Registration in Jharkhand

The process of vehicle registration requires the physical inspection of the vehicle by the Registering Authority at the RTO Jharkhand before allotment of the vehicle registration number. The owner of the vehicle will have to make an application to the concerned RTO to register the vehicle and should also submit the following required documents:

  • Duly filled application Form 20

  • Form 21- Sales Certificate issued by the dealer of the vehicle

  • Form 22- Roadworthiness Certificate issued by the manufacturer of the vehicle

  • Attested copy of the valid insurance document of the vehicle

  • Attested copy of the Address proof of the vehicle owner

  • In case of loan form 34 is also required which is to be signed by the financer of the vehicle

  • Road tax payable one time

  • Application fee as stated under the provision of Motor Vehicle Act

  • PAN Card or Form 60 & 61 (if required)

  • Parking fees if any

  • Dealer’s as well as manufacturer’s invoice

Process of Registration of vehicles brought from outside Jharkhand

When an owner of a registered vehicle brings the vehicle from another state in Jharkhand, then re-registration of the vehicle so brought is required after obtaining a No-Objection Certificate from the concerned RTO office in which the vehicle was registered. The re-registration process can be initiated through the concerned RTO by filing an application form for the same and submitting it along with the prescribed below stated documents:

  • Original Registration Certificate from another state in which the vehicle was registered previously

  • Form 28 which is No-Objection Certificate obtained from the concerned RTO( in duplicate)

  • Form 27 and Form 20

  • Attested copy address proof of the applicant

  • Attested copy of valid insurance certificate of the vehicle

  • Attested copy of Pollution Under Control Certificate

  • Clearance challan slip from the traffic police of the state in case of commercial vehicles

  • Valid Fitness certificate of commercial vehicle

  • Road tax as applicable

  • Applicable fee for vehicle re-registration to be paid

  • PAN Card or Form 60 & 61, if applicable

  • Parking fees as applicable

  • Certificate stating that vehicle is manufactured regarding emission norms

The process for obtaining No-Objection Certificate

If a registered vehicle owner wants to take the vehicle to some other state and get the vehicle re-registered in that state. Then he/she will have to apply for No-Objection Certificate through an application form-28 for the same. In order to obtain no-objection certificate for registration of a vehicle in Jharkhand the applicant will have to approach the concerned RTO office nearest to his/her residential area and follow the following steps stated below.

  • Visit the concerned RTO nearest to your residential area

  • Duly fill and submit the application form number 28. Application form can be downloaded official website of the transport department of Jharkhand or can also be obtained from appropriate RTO office.

  • Ensure you have all the necessary and relevant required documents to process the application of NOC

  • The applicant making the application for no- objection certificate should ensure that they are eligible for applying for it.

  • Then present the duly filled application forms in one of the counter of the concerned RTO

  • The officials of the office will start processing your application for the no objection certificate.

  • After checking the authenticity and correctness of the application form and documents submitted the authority will issue No objection certificate to the applicant.

The following documents are required for obtaining No-Objection Certificate:

 

  • Application form 28 to be duly filled and submitted (in quadruplicate)

  • Certificate of Registration of the vehicle ( Attested Copy)

  • Certificate of Insurance of the vehicle

  • Evidence of road tax payment up to date of the Motor Vehicle

  • Pollution under Control Certificate of the vehicle

  • Police Verification Certificate

  • Aadhaar card proof of the applicant

Process to Transfer Ownership of a Vehicle in Jharkhand

Transfer of vehicle ownership is necessary only if you have purchased a second hand vehicle or the registered owner of the vehicle has suffered from an unfortunate death which results in transfer of the vehicle to legal heir. Both of the transfer of ownership is required to be registered. In case the transfer application is not filed by the new owner within 14 days from the date of purchasing the vehicle otherwise penalty will be applicable. The documents required for transfer of ownership of vehicle are as follows:

  • Original registration certificate of the vehicle

  • Attested copy of Form 29 and 30

  • Vehicle valid insurance policy certificate

  • Attested copy of address proof of the purchaser

  • Attested copy of Pollution Under Control Certificate

  • Applicable fees for obtaining the transfer ownership

  • Copy of PAN Card of the applicant or Form 60 and 61( as applicable)
