The transport department of Maharashtra, which was founded under 213(1) of the Motor Vehicle Act, 1988. The Maharashtra state Regional Transport Office implements the provisions of the Motor Vehicles Act, 1988 and rules and regulations found thereunder. The Motor Vehicles Act, 1988 is a central act, which is applicable throughout the country. Commissioner of Transport of Maharashtra heads the RTO department of Maharashtra. The essential function of RTO Maharashtra includes executing various laws and regulations under the Motor Vehicle Act, 1988. The demand for vehicles in Maharashtra, one of India's largest states, is very high, owing to cities like Mumbai, Nagpur, and Pune. There are many RTO in Maharashtra, which ensures safety, keeps a tab on all the vehicles, and licenses the applicants and provides registrations.

Functions performed by Regional Transport Office Maharashtra:

Maharashtra transport department, like any looks after the registration of vehicles which is its main function. Its other main function is to ensure that the car belongs to its owner, as stated in the document. It also issues the license and ensures that every driver has a license to drive a vehicle in the state. Other functions of RTO Maharashtra include:

Various Charges of Regional Transport Office Maharashtra:

RTO Maharashtra has the following fees structure for different types of vehicle.

The Registration fees depend on the type of vehicle:

  • Fees for Motorcycle registration is Rs 300.
  • For vehicles that are light commercial vehicles, the fee is Rs 1000.
  • Fees for a cart or a rickshaw is Rs 1000.
  • Fees for heavy goods vehicles is Rs 1500.
  • Fees for an imported motor vehicle is Rs 5000.
  • Fees for Medium Goods Vehicle is Rs 1000.
  • Light motor vehicle is charged Rs 600.
  • And any other vehicle is charged Rs 3000.

The fee for the issue of a duplicate registration certificate is half of the amount of the original registration.

Renewal of Registration:

  • For two-wheelers, the fees are Rs. 200/-
  • For heavy and medium goods and passengers, the fees are Rs. 600/-
  • For three-wheelers and LMV transport, the fees are Rs. 400/-

Fees for change in Address:

  • In case of change of address of light commercial vehicles and rickshaw/cart, RTO's fees are Rs. 500/-.
  • For a change of address of Imported Motor Vehicles is Rs. 2,500/-
  • For Heavy goods vehicle it is Rs 750 and for medium goods vehicle is Rs. 500/- 
  • For a light motor vehicle, Rs. 300/- and a motorcycle is Rs. 150/-
  • For Imported Motorcycle is Rs. 2,500/-
  • For Invalid carriage is Rs. 25/-
  • For any other vehicle, Rs. 1,500/-

Charges for registration of vehicles in Maharashtra coming from another state:

  1. For Rickshaw/Cart, Light Commercial Vehicles, and Medium goods vehicles registration, the fees are Rs. 1,000/-
  2. For Imported Motorcycle or any other imported vehicles, it is Rs. 5,000/-
  3. For Heavy goods vehicle, Rs 1,500 and Light Motor Vehicles, Rs. 600/- 
  4. For Motorcycles Rs. 300/- and Invalid carriage Rs. 50/- 
  5. For any other vehicle, the fees for registration of a vehicle brought from outside Maharashtra is Rs. 3,000/-

How to know your Regional Transport Office in Maharashtra?

All the Motorised road vehicles have license number in India, which have been registered. The district-level Regional transport Office of the respective state or union territory issues the license number plate. According to the new Indian Vehicle Number Plate design, the initial two characters are designated to the State in which it is registered. Then the two numbers are for local or district level RTO offices. In the newly formed State of Telangana, the newly registered Vehicles number plate has initial two characters as TS, which stands as Telangana. However, registered which are old and had been registered earlier continue to have AP as the initial two characters for Andhra Pradesh.

Why do you need to register your vehicle in Maharashtra?

To legally drive your motor vehicle in the state of Maharashtra, you need to register your vehicle at your nearest RTO from your residence in the state; otherwise, you will have to pay penalties. The provisions of the Motor Vehicle Act 1988 requires every owner to avail of either a temporary or permanent registration certificate before they ply on the roads of Maharashtra. Maharashtra RTO prohibits the use of Unregistered vehicle in the state. You can apply for online registration of your vehicle through the official website of Maharashtra RTO by uploading the relevant documents for the same.

Types of Vehicle Registration in Maharashtra:

  1. Temporary Registration: The Government of Maharashtra prohibits dealers from selling vehicles to buyers that are not registered under the Motor Vehicles Act,1988 by the Motor Vehicles Department, Maharashtra. There are two situations in which temporary Registration of the vehicles is allowed by RTO. Either if the vehicle requires time for building of outer body over the chassis or if the non-transport vehicles are taken to an RTO for Registration from the place where the vehicle has been bought. You can avail temporary Registration by filling and submitting the application in form C.R Term A. Temporary registration in Maharashtra is valid only for 7 days. However, you can extend the period in some cases. For non-transport vehicles, the period of time can be extended for 30 days. Temporary Registration is offered for a limited time while you buy a vehicle. It is provided when a vehicle is purchased from a vehicle dealer’s showroom.
  2. Permanent Registration: Permanent Registration: According to the rules of the Motor Vehicle Act of India, two/four-wheeler or any other vehicle before plying on the roads of Maharashtra must be registered within 7 days after its delivery.
  3. You are not allowed to drive an unregistered vehicle. A dealer of the vehicle cannot deliver an unregistered vehicle; therefore, it provides a temporary Registration certificate to the owner at the time of purchase. The owner has to apply for a permanent registration of the vehicle with the respective RTO of his/her location. The owner needs to apply for Registration along with the required documents.

Process of Vehicle Registration in Maharashtra:

The vehicle dealer provides temporary Registration at the time of purchasing the vehicle to the buyer. It is valid for 7/30 days. You will have to provide relevant documents and a registration application to get the respective RTO registration certificate. Visit the Regional Transport Office with the relevant documents and pay the applicable registration fees and other applicable fees for your vehicle's registration. You will require the below documents to own a permanent registration in Maharashtra:


  • Form 20- Vehicle Registration 
  • Form 21- Sales Certificate of the vehicle provided by the dealer. 
  • Form 22- Manufacturers document that the vehicle complies with the safety and pollution standards of various components and roadworthiness. 
  • Form 34- Charges of Loan Hypothecation, in case it is applicable. 
  • Invoice of purchased vehicle and Insurance Documents.
  • For Imported Vehicles, an Invoice is also required for registration. 
  • Address Proof documents and Identity Proof documents are to be provided along with passport sized documents. 
  • Temporary registration number which was provided earlier.
  • In case of Vehicles brought in Maharashtra and registered in any other state, a Sales Tax Certificate is also required to be furnished. 
  • In case of registration of a trailer vehicle, approval of Transport Commissioner of the design of the vehicle is required to be submitted. 
  • For carriage vehicles, submit a Manufacturer certificate as well.
  • If the dealer has already charged Road tax on your vehicle, then furnish a demand draft of the road tax already paid.

The respective RTO will then process the documents provided by you for verification, and then the vehicle number will be provided to the applicant. Maharashtra Transport Department also provides the facility to avail RTO registration numbers online for vehicles. You can easily log in to the official website at maharashtra.gov.in/1305/Home and apply online accordingly. 

Process of Registration of Vehicles brought from outside Maharashtra:

For transferring a vehicle from another state, you will have to get your vehicle registered in Maharashtra. The application has to be made to the RTO in Form 20 and Form 26. You are also required to file some documents for transfer registration. In case of transfer of a vehicle, you are also required to submit a No- Objection certificate from the original registering authority and fill/submit Form 25 instead of Form 20. Also, Submit the following documents for availing of the transfer registration in the state of Maharashtra.

  • Form 29 and Form 30 if the owner wants to transfer the ownership of the vehicle. 
  • If you want to change the address of the registered vehicle, then furnish Form 33 along with valid new address proof. 
  • Form 28- No-Objection Certificate from the financier of the vehicle, including the imprint of the chassis fixed on the form.
  • All other documents relevant to the vehicle is also required to be furnished. 
  • Form AT and FT is to be submitted. 
  • If the vehicle is to be used for commercial purposes, then Form TCA and Form TCR are required to be filled and submitted. 
  • An affidavit is to be provided by the owner stating the vehicle is free from any crime, theft, or past accidental experiences.
  • If the vehicle has been transferred from another state to Maharashtra within the first 30 months of its first registration, then a proof of entry tax payment is required to be provided by the vehicle owner.

Process to get No- Objection Certificate for registering your vehicle in Maharashtra:

A No-Objection Certificate is a legal document issued by RTO for registration of the vehicle in any other state. It is essential as it certifies that is no tax due on the vehicle, and it is not required unless you are shifting for more than 3 months to Maharashtra. If you are going to the state of Maharashtra for over a year, you must apply for a change of address and re-registration of the vehicle in Maharashtra. The application for No-Objection Certificate is to be made to the local RTO where the vehicle is already registered, along with a payment of Rs 100. You are required to submit the following documents to receive No-Objection Certificate:


  • Form CMV 28 and Form 29 if you plan to sell the vehicle. 
  • A document with the consent of the financier of the vehicle. 
  • Registration and Insurance Certificate.
  • No-Objection certificate to be granted by the local police department. 
  • Tax Certificates and Graduation certificates are also required to be submitted. 
  • Four copies of Form 28 along with Chassis Number
  • Permit and fitness certificate in a vase of commercial vehicles. 
  • Address Proof and Photo Identity.
  • Pencil print of chassis number for CMV Form 28. 
  • If the vehicle is covered by hypothecation, lease agreement, or an HPA, then the consent of the financer on CMV Form 28 is also required to be furnished. 
  • Pollution under check certificate (PUF) or Emission test certificate is to be submitted.

Once the application for the No- Objection Certificate is submitted, the RTO Maharashtra will obtain a report from the Police Authority to ensure that the vehicle is not involved in any criminal case or is not stolen. The RTO will issue a No- Objection certificate in three business days only if no outstanding dues or cases are pending against the vehicle and obtaining clearance receipt. A No-Objection Certificate is valid for six months. After its expiry, you cannot produce it for re-registration. You will have to go through the process of obtaining NOC again.

Process of Transfer of Ownership of Vehicles:

In case of transfer of vehicle ownership from one person to another intimation should be made to RTO in 30 days if the vehicle is sold in an area that comes under another RTO’s jurisdiction or in 14 days if the sale is made in the same area within the same RTO’s jurisdiction. Following documents are required:

  • Form 29 stating details of seller.
  • Form 30 stating details of buyer.
  • Form 28 stating that the residential address of the person to whom the vehicle is transferred falls under the jurisdiction of a different RTO. 
  • Other documents as mentioned above such as registration certificate, graduation certificate, insurance certificate, and tax statements.

Process for obtaining Fancy Registration Number in Regional Transport Office in Maharashtra:

According to Motor Vehicles Rules, 1989, an application for a fancy number is required to be submitted at the respective RTO during office hours. After the registration number is granted to you, you will have to submit the stated charges on the same day at the cash counter during office hours (10.00 am to 2.30 pm). If there is more than one application for a specific fancy number, then the number shall be allotted through an auction. The fancy registration number application has to be made in plain paper for Non-Transport vehicles. The reservation of the fancy number will be valid for 30days, within which the registration process must be completed.
