Established under the 213 of the Motor Vehicles Act, 1988, Regional Transport Office of Delhi works as an organized body that looks after and maintains the database of all the vehicles regulated in the capital along with the drivers. Directed by the Transport Commissioner, RTO Delhi functions according to the laws and regulations laid as per the Motor Vehicle Act which has now been revised again to achieve the desired outcomes. It is also responsible for implementing policies, incorporating coordination, and monitor the respective functions of transportation of the National Capital Territory of Delhi.

The Regional Transport Office of Delhi regulates the matters in the capital. It provides users with the essential documents they need to drive through the city safely. It takes care of issuance of driving licenses, registration of private & commercial vehicles, conducting pollution tests of the vehicle, the collection of road tax and likewise.

Types of vehicle registration in delhi
There are two types of vehicle registration as explained below:

Temporary Vehicle Registration - Under the purview of Sec. 43 of the Central MV Act, temporary vehicle registration is allowed in cases where the owner needs to take his vehicle to some other state. However, it is not renewable and is valid for only 30 days. Also termed as transit registration, it mentions the destination place also.

Permanent Vehicle Registration - Under the purview of Sec. 39 of the M.V. Act, permanent vehicle registration is necessary to drive your vehicle on roads. Driving without RC is a punishable offense.
Process of Vehicle Registration in Delhi
Under the purview of Section 39 of The Motor Vehicle Act, 1988, Vehicle Registration is mandatory failing which a person is liable to a fine of Rs. 5000 and imprisonment of a year. Approach the nearest RTO office that falls into your zone. The process involves a physical inspection of your vehicle and its parts by the respective authorities and submission of the required documents along with the registration fees. Once the documents are verified, RTO issues the registration certificate.
To register a non-commercial vehicle in Delhi, the following documents are required:

A fully filled up Form 20

The sale certificate or form no. 21 which the dealer of the vehicle issues

Form 22 (Roadworthiness certificate) issued by the manufacturer respectively

An attested copy of a valid vehicle insurance policy/cover note

Process of Registration of Vehicles brought from outside Delhi:
If a vehicle is registered at some other state and the owner shifts to Delhi for whatever reasons, he can apply for the re-registration of his vehicle. After the concerned state issues a No Objection Certificate, the following are the documents that are needed for the further process.

Process to apply for a duplicate registration certificate
Many times, the documents get lost, stolen or damaged due to multiple reasons. In case of the loss of the original RC, you can apply for a duplicate registration certificate by submitting the following listed documents along with the required fees.
